The International Civil Aviation Organization (ICAO) is a specialized agency of the United Nations responsible for promoting the safe, secure, efficient, sustainable, and orderly development of international civil aviation. Its main purpose is to support cooperation between States and to establish a common technical and regulatory framework for global aviation operations.

ICAO plays a central role in the aviation sector by developing Standards and Recommended Practices (SARPs), Procedures for Air Navigation Services (PANS), and technical guidance material. These documents provide the basis for harmonized aviation regulations, operational procedures, air navigation requirements, safety oversight, environmental protection, and international interoperability. Although each State is responsible for implementing and enforcing aviation regulations within its own territory, ICAO provides the global framework that allows aviation systems to operate consistently across different regions.

Much of ICAO’s technical work is supported by specialized panels, study groups, and expert groups. These groups bring together experts from States, international organizations, air navigation service providers, manufacturers, airlines, and other aviation stakeholders. Their role is to analyse operational needs, develop technical proposals, update existing standards, and support the continuous improvement of the global aviation system.

  • Separation and Airspace Safety Panel (SASP)
